Clarifying criteria and common characteristics of each requirements for review for the defined existing maturity

• Criteria to move levels
  • clarity of the “asks” for the review is part of what we should focus on
  • rigorous definitions that could be self-assessed
    • Outcome oriented, focus on the intent of the requirements to allow projects to reach desired outcomes in a way that suits the project.
    • Clearly spell out which things are optionally recommended, and which are required
    • Balancing objective criteria with subjective to give projects more guidance
    • Recommending Improvements to the evaluation and approval process for moving levels
