CNCF does not have many specification-only projects, but we do have a few. For those, a bunch of the materials we have in project-templates should probably be adjusted.

Particularly, the text in Contributing.md should be rewritten to take out code-related items and replace them with documentation of the specification and revision process. The Contributor ladder qualification items should probably also be adjusted.

After CloudEvents and SPIFFE reviews, we can have more idea about what governance in a spec project looks like and we can update our template (or create a new one) based on that information.
