Improve CI testing for Telepresence

Briefly describe the project (i.e., what are the details of what you're planning to do with these servers?)

Telepresence provides software that runs in a Kubernetes cluster. Testing this software with existing GitHub hosted runners is challenging. Due to lack of nested virtualization, it's only possible to create local clusters on linux/amd64 and macos-13, and the support for Docker is very limited.

Is the code that you're going to run 100% open source? If so, what is the URL or URLs where it is located? What is your association with that project?

Telepresence is a CNCF sandbox project and 100% open source. I'm a project admin, maintainer, and the author of a major part of the code.

What kind of machines and how many do you expect to use (see: https://deploy.equinix.com/product/bare-metal/servers/)?

Two c3.large.arm64 (Linux and macOS), and three m3.small.x86 (Linux, macOS, and Windows).

I don't really need a large arm64, but that seems to be the only option?

What operating system and networking are you planning to use?

Linux, macOS, and Windows.

Any other relevant details we should know about?

I intend to use the machines a self-hosted github action runners. If such runners are available already, then I'd be fine to use them instead.
