Outputs are not static

The proxy treats deployment outputs as though they were static; IOW they are copied once. Either periodically refresh them (not great), or make the proxy a true proxy and intercept accesses to outputs runtime properties and redirect to the target deployment. This last solution will require an enhancement to the runtime properties concept. Note that truly proxied runtime properties would also be useful in Cloudify types in general, for example proxying accesses to runtime properties to the underlying cloud provider.
