Add support for priority iptables rules

Hi,

The iptables job would have a new boolean priority, and when true, the new chains would be inserted in first position instead of being appended last.

I have this requirement for properly overriding the default masquerading rule in BOSH-Lite VM, with some specific masquerading rules that must come first.
