In NHN Cloud, there are two different cloud services, nhncloud and gov-nhncloud.

Should we create two different plugins or one plugin is enough?

The scope of services and functions provided by gov-nhncloud can be considered to be included in nhncloud. Therefore, all services and functions provided by the gov-nhncloud can be used in the nhncloud.

Conversely, the gov-nhncloud have limited services available compared to nhncloud, and features provided by services may not be available or updates may be late.

The gov-nhncloud environment provides both Instance and Container services, which are important services in the cloud.
gov-nhncloud often limit features in the console or by application version, so why not develop them as a single plugin and not expose unsupported features in the console?
