[Feature Request]: Opt-out of VMSS as GitHub private runner

Feature Description

Make the deployment of the Virtual Machine Scale Set (VMSS) optional (opt-out). If the VMSS is not deployed, public GitHub runners are used. In that case, the Storage Account and the Key Vault need to be public accessible. For that, additional input variables are needed.

Use Case

On https://github.com/cloudeteer/genai-demo it is needed to deploy a Launchpad setup, but without a private GitHub Runner. All other Launchpad features are still needed.

• Managed Identity with GitHub environment federation
