In the 210 layer for odf on IBM Cloud, there is a reference to gitea:

automation-solutions/boms/infrastructure/ibmcloud/_common/storage/210-ibm-odf-storage.yaml

- name: gitea

This appears to cause gitea to be bootstrapped to every cluster irrespective of a pre-existing configuration of ArgoCD to an existing git repo.
