Some open questions:

• What organizing authority will we operate under? Two whom do we report?
• Who gets to act as a chat moderator?
• What to what Code of Conduct will we hold participants and use for resolving disputes?
• What's the access policy for new accounts? Do we want an open chat system ala IRC which has proven immensely prone to abuse and open to harassment see CoC concerns.
