Neutralize error case for nightly packages for multiple execution for same day

Now, nightly packages gives error when same package name exists on packagecloud. Fİnd a way to ignore error and show successful execution on Github Actions.

Historically, we used PackageCloud API to check if a package exists with the same name on the repository. If the name is used, tests used to skip the upload step.
