Add a workaround for partitioned tables with indexes and columnar #998

A user ran into an issue with having columnar partitions in a partitioned table with an index: citusdata/citus#4787

The current workaround is to use a template table in pg_partman.

We should document the limitation and the workaround in the time series section.
