Add linting for Flask microservices (dashboard, loans, transactions, and accounts)

Problem Statement

Linting has not been set up for the flask microservice yet. We can Pylint and format the code according to it.

Proposed Solution

It would be great to remove the linting errors in the code.

Hi, As per Pylint standards, the protected variables should be declared first, before using. Accounts> accounts_pb2.py I got Pylint errors as shown below: acounts_pb2.py:42:4: E0602: Undefined variable '_ACCOUNTDETAILSSERVICE' (undefined-variable) Am I supposed to declare a variable or ignore this kind of error?
