Review and update get.gov page titles and navigation menu titles in accordance with the get.gov HTML page titles list

Note that all of the pages have the following:
a name that should be used for navigation links (in the header and side nav)
The HTML-defined page title - all of the pages on get.gov should end with | get.gov which is reflected in those titles, but could be handled programmatically as needed
Paul, ping @kristinacyin. During New Triage, we'd like to clean up and make obvious that exact changes that are being made. In "suggest" mode in the google doc, it's a little hard to determine.
I've reviewed and cleared out suggestions. The ACs are updated to reflect that whoever is making these changes should review the navigation and tab titles to ensure consistency with the list in the document. Refinement label removed.
