Docker pull isn't working

🐛 Summary

What's wrong? Using the default pull command from https://hub.docker.com/r/cisagov/con-pca-web (docker pull cisagov/con-pca-web) results in a "manifest for cisagov/con-pca-web:latest not found: manifest unknown: manifest unknown" error.

To reproduce

1. docker pull cisagov/con-pca-web

Expected behavior

A pull of the latest image.
