Describe the Bug

Version 2.6.0 for Windows x64 ups the requirement for .NET Framework to 4.8.1, which requires a newer version of Windows (https://learn.microsoft.com/en-us/dotnet/framework/get-started/system-requirements). Windows 7, 8, and 10 <20H2 can no longer run it as a result.

Steps to Reproduce

1. Run Cider 2.6.0
2. Observe prompt that .NET Framework 4.8.1 is required
3. Click OK to be navigated to the microsoft.com page to download the .NET Framework 4.8.1 installer
4. Download the installer
5. Run it
6. Observe the error message "The .NET Framework 4.8.1 is not supported on this operating system."
