In normal cases, DEM is only used for spatial extent.
In the MPAS case, DEM is not used because MPAS mesh needs its own spatial extent.

The elevation is not used in Pyflowline, so should we output the elevation information? May not.

The neighbor information is also not used. And it will be updated again because of the MPAS mesh.
