Add some justification for why this specific image and versions are important.

LocalStack enables CI testing of services developed against AWS APIs, but without requiring spinning up AWS sandbox environments. LS does require being run in a container service such as containerd or Docker.

Given that CI is generally being used to produce images to deployment, from a supply chain consideration, it would be best if the LS image itself has been hardened.

Latest is generally preferred, given that AWS itself is continually updated, and using latest enables tracking these updates. For example, consider LocalStack's support for step functions. Latest LocalStack enables the use of preferred state machine definitions on AWS, vs deprecated ones as found in an earlier version of LS.
