Hann and Hamming filters have artifacts under specific circumstances

When resizing an image by 50%, images can take on certain artifacts with both Hann and Hamming filters. This is reproducible in both dataset destroyer and chaiNNer:

Sorry for the delay, I just woke
up. In general, it is not difficult to catch this bug, the easiest way is to take tile 511 and reduce it by half, rounding down. It’s also quite easy to catch it by swapping the height and width, but in general the bug is caught with non-standard sizes and reductions, mainly here are the lines on which I gave an example
