Implement --watch mode #2

This mode would watch all files in source directory and if any files change that would require binaries to be recompiled, those binaries would be recompiled.

A follow on from this would be a way to be able to run tests from within cppdep to allow for automatic running of tests whenever on of their dependencies change.
