Med Priority : Movies dowloads poor quality

When clicking in “Download Movie” is poor and most importantly there is no territorial borders.

• The downloaded map needs the Brazilian States borders overlayed so that users have a geospatial reference.
  You can find the shapefile (BR_EST_WGS84.*) or if easier the PNG for this in: https://drive.google.com/drive/folders/14bqdtfkNwvniC2wwZYdMQPMIqGr9A3Ur

• Also it needs to show the dates while running the gif, so users have time reference too (e.g. 2020-jan, 2020-feb…).

Due to the way the website is set up I don't think I can get this done quickly. @Murilodsv Shall I remove the download movie button for now and add it once I've created movies with the map background?

I think the quality its good for the releasing now. Let us focus on the other issues.
