Feature request: page for governance proposals

Context

• Mintscan has a page dedicated to governance proposals: https://www.mintscan.io/celestia-testnet/proposals/5/
• Governance proposals are rare on Celestia networks but since Mintscan doesn't support Arabica, there isn't a way to easily see how much turnout + quorum there is for the governance proposal with ID 1

Feature request

Add a page similar to the Mintscan proposal page that displays the turnout, qurorum, time remaining on a governance proposal. Since Celenium supports Arabica, we'll be able to see this information for the governance proposal with ID 1.
