Fix L3 Logic in K.1 #3 #36

Align the L3 with how the logic is written in the L2. Our L3 currently looks for the two most recent cytology results. Really we should be looking for a 2-year follow-up cytology that happened after an initial cytology, which would have been three tests ago.

We should look into restructuring this logic so that it looks forward from that initial cytology instead of looking back from today.
