We need to collect new data and update all the statically-set parameters in the model repo.

New data

Land rates (lives in Athena, provided by Valuations)
2024 sales (waiting on MV)
2024 model data update data-architecture#670

Param updates

Required in:

params.yaml
reports/pin/pin.qmd (remove in Remove individual PIN-level report #264)
analyses/new-feature-template.qmd
reports/performance/performance.qmd
reports/_setup.qmd
reports/challenge_groups/challenge_groups.qmd
