Update tests to use dynamic thresholds where appropriate

Following up on #688, I think it would be worth it to quickly scan our existing tests to look for any that make more sense with a dynamic (instead of statically set) warning/error threshold. An easy first pass for this would be to just grep all tests for "as of," since that usually comes immediately after a static threshold.
