Release request for apt repo: 0.9.5

Release request :0.9.5 to apt repo

Why?

Now python3-catkin-tools 0.9.2 is released in packages.ros.org,
but it has bug with --extend reported in #754 and solved in #768
I want some maintainer to release 0.9.5 and also release the 0.9.5 to packages.ros.org.

In case it helps, 0.9.4 is now available via the ROS apt packages (packages.ros.org).

I don't have time to author a new 0.9.5 release, but maybe @timonegk has time? If we do we should probably update the target platforms at the same time: #749 (comment)
