Comments converted incorrectly

A {% comment %} block seems to be unchanged when converted to Workbench. For example, I'm getting a lot of outputs like this:

 -->

<!--  LocalWords:  eager_engelbart endcomment
 -->

{% endcomment %}

I think the correct conversion here is just to put everything into an HTML comment and remove the comment directive.
