Lack of scrollbar visibility

Unable to see the scroll bar on Carbon website (because of the light color scrollbar), whereas it's visible on other IBM website (because of the darker color scrollbar).

I believe this is happening because the website body background is set to black, so the browser is showing a light scrollbar to contrast. Need to make sure if we update the body background it doesn't change how it displays on iphone/ipad with the dark at the top above the header.

Note

We should probably make this update in the gatsby-theme not the Carbon website. Will also need to take into account the theme for the page, if its dark or light.

Chatting about this in sizing, we think this might be fixable with color-scheme: light;. I'm going to transfer this to the gatsby theme repo.
