The documentations states there is a patent on the algorithm by Voltage. Hence am curious to know how is this open source project available? Can an organization (not profit making) make use of this? are there any restrictions?

Voltage provider a "Letter of Assurance" regarding the patents they hold that may cover the encryption technology. I can't provide you with legal advice, but I recommend that you read the letter closely and reach out to Voltage if you have any questions or concerns about obtaining a license to their patents.
