Steps to reproduce

1. Install postgresql with s3-integrator
2. Configure an S3 access
3. Connect on the postgresql primary unit
4. ls -la /var/snap/charmed-postgresql/current/etc/pgbackrest/pgbackrest.conf will show a 644 file, displaying the credentials to any user

Expected behavior

/var/snap/charmed-postgresql/current/etc/pgbackrest/pgbackrest.conf should be 640 by default
