Bug Description

When changes are made to grafana agent charms's own dashboards, then after refresh grafana still has the old dashboards.

To Reproduce

Deploy, modify dashboard, pack, refresh.

Environment

charms from edge, as of Dec 20 2024.

Relevant log output

(Didn't keep it.)
