Add checks for all breaking changes to nova cloud controller filters #600

In #594 , we fixed the case that caused issues in the upgrade from antelope to bobcat. There may be other such cases of breaking changes.

look through the release notes to find other times where a filter was removed (eg. https://docs.openstack.org/charm-guide/latest/release-notes/2023.2-bobcat.html#nova-availabilityzonefilter-removal-in-2023-2 in the case of Verify nova_cloud_controller_scheduler_default_filters #594 ).
Add checks to COU for any found, following the style of the implementation in Verify nova_cloud_controller_scheduler_default_filters #594
