What needs to get done

Enable the devel base for Ubuntu charms pointing to Ubuntu devel.

When doing so, add [email protected] as an experimental base.

Currently blocked by canonical/craft-providers#598

Why it needs to get done

devel is where breaking changes between bases will be tested.

fix(tests): remove Mantic base (#1749)

Ubuntu Mantic is now EOL, causing launches to fail. Unfortunately, we
cannot replace this with oracular due to
canonical/craft-providers#598

Fix for Oracular is scheduled in
#1748

Spread test failure is fixed in #1744
