feat: add PDF/Office tool

We need something similar but typescript, low-dependencies

It's related to vision tool - but PDF files (and moreover - Office formats) are not easily supporter by vision at the moment. I think it should be a separate tool for making it easier to understand by the potential users. It will be somewhat duplicating
