Review documentation for new project setup

Review the existing new project setup instructions here: https://cagov.github.io/data-infrastructure/snowflake-project-setup/

Ask is to make these easier to find in the doc page, so moving it up a level so it is not living under "Snowflake" since it applies to multiple platforms.

Ideally this should be ready before we start setting things up for CalHFA which will likely be in November timeframe.
