Helm integration with cbioportal (public, dev, beta) portals.

We should set up helm charts which will allow our users to quickly deploy clusters running cbioportal instances without the need for manual configuration.

• Set up helm chart deployments that can be used to deploy cbioportal instances. (https://github.com/cBioPortal/cbioportal-helm)
• Deploy charts to Artifact Hub
• Connect repo readme with artifacthub. Add readme at /charts/cbioportal and sync it with gh-pages using a github action
• Add annotations for helm. Add file at /charts/cbioportal and sync with github action above.
• Claim ownership. Ownership request has been submitted here.
• Sign helm chart packages before release.
• Provide value schema.
• Update docs to contain installation and setup instructions.
