Should hotspots be annotated drivers by default

Currently, both OncoKB and Hotspots are checked for annotating drivers.

But in some cases, e.g. EGFR, some hotspot mutations were curated in OncoKB as likely neutral.

Is it reasonable that the manually curated information should override the hotspot list?
