Are there any plans to implement cortical rate-scale transformation (such as the ones implemented in the NSL MATLAB toolbox (Chi, Ru, & Shamma, 2005)) into brian2hears? Or is this outside the scope of the package?

To be honest there's not a lot of development going on in this package these days, but if you or someone else would like to contribute something we'd be happy to include it.
