NTP VPN card widget should be at top for the first time

Description

Newly added card like vpn card widget should be at the top at first when there are another card widgets are shown.

Steps to reproduce

1. Launch older version than 1.74.8 that doesn't have vpn card with clean profile
2. Enable rewards/talk card widget and shutdown
3. Install the newer version than 1.74.8 that includes vpn card
4. Launch browser

Actual result

VPN card is behind other cards

Expected result

VPN card is shown on top
