Modify device volume buttons

I'd like to modify the commands sent when the phone's up/down volume keys are pressed. Is there a way to do that?  I've modified the +/-Volume buttons via "Edit Keyboard Layout" but see no way to change the behavior of the physical buttons on the phone.
