Codes to Address Unrecognized Special Character Original F/U data RMD Data Cleaning Files

There are multiple chunks of code in the original data cleaning files that are supposed to change the encoding. All of them are producing errors but I'm not sure how exactly to fix this since I'm not sure of the purpose. Are there unrecognized special characters in the data that need to be converted? Here is an example:
