Conditional handling for places where no annotations currently exist

Add some kind of functionality that handles users who are trying to load annotations in an area where none yet exist; e.g., if a user clicks 'load annotations' where none exist, print a 5-second splash message that says "You're looking at a location where no annotations exist. make the first one by clicking 'annotate map'!"
