possible github_hash_url issues

looks like github_hash_url is getting the wrong repo urls for external repo submissions. I think this is because the CI is running a repo inside a repo, i.e. it clones rl-leaderboard, and then clones the other repos in a subdir, but is run relative to the parent repo.
