Designate points-of-contact: spec reviewers

Find a handful of specification authors who would like to be available for new contributors. Ensure that they're comfortable having their contact information published in this guide.

@jugglinmike suggested it may be more evergreen to instead explain how to find reviewers from the specifications themselves.

I'm not sure what the right answer is.
