Currently online conference features such as OPI links and committee zoom links are hard-coded into models and always show up in front ends even without valid links. If conference is not held online, there should be a toggle switch in the Conference model to prevent links from showing up on the Delegate and Advisor frontends.

#795 should be reversed instead of commenting out after this issue is resolved.
