This is to track the integration of position paper grading into Huxley.

Tasks:

Position paper model, which each assignment will possess
Backend views, serializers, urls, and permission classes for the position paper model
Frontend stores/actions for position papers
Chair view to download papers, enter rubric scores, and upload comments
Delegate view to upload papers, view rubric scores, download comments
Final unit tests (due to time constraints, pushed code with a few missing)
