Inherit Not Working

I believe the inherit function is not working correctly.

If I set a folder node to exclude from sitemap and regenerate the sitemap, the child nodes that are default set to inherit are still included in the sitemap.

Is this intended behavior?

If I set each child node to exclude and generate the sitemap again, the child nodes no longer appear in the sitemap.

I'm seeing that inherit works with children, but not grand children. I also see that if the parent is not active and skipped the inherit feature is ignored.
