Reset LoRa chip when it ends up in bad state

If LoRa chip times out on send multiple times in a row, we should use the physical reset pin to reset it back to a good state.
Alternatively, we can just have the entire board reset itself which may prove easier since we won't have to try to re-call the initialization functions.
