Google Pub/Sub message ordering

Streaming the data to google pub/sub has the ordering key option, which can be set to true if the google pub/sub name includes 'ordered' or 'sorted'. This option limits the pub/sub throughput to 1MB/s, where the size of entities that are being streamed can easily exceed 1MB per block.
How would the Google pub/sub broker and the exporter behave in case this limit is reached?
