[Support]: Frigate 0.14.1 unable to play history on fast speeds

• I have updated to the latest available Frigate version.
• I have cleared the cache of my browser.
• I have tried a different browser to see if it is related to my browser.
• I have tried reproducing the issue in incognito mode to rule out problems with any third party extensions or plugins I have installed.

Describe the problem you are having

Unable to play camera history on speeds 4x, 8x, or 16x, which was possible using 0.12.x.
Monitoring the machine does not indicate bottlenecks, no high disk io, no high iowait on the cpu.
I'm using 9 cameras total, and all 8 of them are displayed during this (might be related), which i can not seem to change anywhere.

Steps to reproduce

1. open an individual camera
2. switch to history
3. navigate to a random point in time
4. select 16x playback
5. notice the stream constantly stopping and loading animation appear

This is not a Frigate bug.

Playback rate is a function of the browser and is of course very network-dependent.

What browser are you using?

what i want to point out, that the ts file is downloaded by the hls.js on demand, and not sent by the server. hls.js also transmuxes in the backgroud and feeds the MSE in the browser, which can not directly ask for segments. so it can be somewhere in hls.js, but im unsure which version is included with frigate.

I just tested on my windows PC, both chrome and edge work at 16x. Nothing points to this being an implementation problem when many devices / browsers work and only a particular device + browser in your case is unable to keep up due to buffering

i have currently no idea where this issue is. seems like the media element does not progress the current time properly, as it has a lot of time buffered, but still does not play.

This isn't anything Frigate controls directly.

the issue seems to be a combination of the encoded stream from hilook (hikvision)cameras and chromium browser and/or windows 10 and/or nvidia hardware (and maybe the new hls.js integration).
