On RHEL8 (and possibly CentOS 8) libselinux-python is no longer available. I believe the following to be the alternative:
python3-libselinux.x86_64 : SELinux python 3 bindings for libselinux
The RHEL playbook should try to install python3-libselinlux instead of libselinux-python.
